New construction on S. Gulf Drive - Seagrove

Owners totally cleared the lot and then brought in unapproved sand. Stop work order was posted at the lot noting those two issues. As far as I can tell, neither problem was addressed. Now a house is under construction on the too-dark sand. Anyone know about this property - how and why construction was approved?
