This is a major development order application submitted by Jenkins Engineering, Inc. on behalf of HBC Investments Holdings, LLC., requesting approval to develop 128 apartments, 21,242 square feet of commercial space and a 5,575 square foot office/amenity area with associated infrastructure on +/-15.06 acres with a future land use of Village Mixed Use. The project is located on the west side of North C.R. 393, north of U.S. Highway 98 West and south of Nuit Lane, and is identified by parcel number(s) 27-2S-33210-000-0150, 27-2S-20-33210-000-0162 and 27-2S-20-33210-000-0165.

Tim Brown introduced this request and stated it is in compliance with scenic corridor regulations. He stated some of the buildings sit beyond the 400 feet but this project is being treated like the previous PUD; as if the whole site is in the scenic corridor.
Scott Jenkins with Jenkins Engineering was present for the applicant and stated there will be interconnectivity throughout. The project consists of one story retail/ commercial in the front and two story apartments in the rear.
Mauricio Castro explained the architecture for the proposed project.
There was a discussion regarding landscaping, rooftop equipment, lighting, and signage.

Coy Bowman spoke in opposition.
Claudia Bowen asked about the layout of the entranceways for the retail and the apartments. Ms. Bowen stated she the retail needs a wide entrance and a right turn lane for traffic heading west. Mr. Jenkins addressed Ms. Bowen's comments and stated there will be a right turn lane and the left turn will be longer; the width is set by DOT. Chandler Huff also addressed Ms. Bowen's comments. Ms. Bowen asked if they can place more landscaping between the homes and the apartments.
Angela Frazier stated this development will clash with the current Dollar General and CEFCO. She spoke about flooding issues and the impact of lighting.

Action text: A motion was made by Coffield Sachs, seconded by Crystal, to approve The Shops at 393 F/K/A HBC Mixed Use Development with the condition the lighting be shielded to bring down the foot candle at the northeast corner of the northwest building. The motion carried by the following vote:
