In March 2023, the BCC had granted final approval for the Black Creek Estates Conceptual PUD as 161 single-family lots, residential appurtenances, and a primary Conservation use on 87.3 acres located off Black Creek Boulevard and north of Joyce Lane, east of Freeport.

The detailed plan agenda item for the meeting was consistent with the units previously approved by the BCC.

Request on behalf of C&R Freeport, L.L.C., for approval of the Black Creek Estates Detailed Planned Unit Development (PUD).

In March 2023, the BCC had granted final approval for the Black Creek Estates Conceptual PUD as 161 single-family lots, residential appurtenances, and a primary Conservation use on 87.3 acres located off Black Creek Boulevard and north of Joyce Lane, east of Freeport.

The detailed plan agenda item for the meeting was consistent with the units previously approved by the BCC. Introducing the project, Stephen Schoen of Walton County Planning and Development services reported that planning staff and Walton County Public Works had worked with the applicants on some concerns with turn lanes and other aspects of the development site as well as with the intersection of SR-20 and Black Creek Boulevard. He said this had yielded a right-of-way agreement with the applicants in connection with a turn lane or other improvement that may be found to be warranted in the future.

The proposal came forward with conditions provided for in connection with the conceptual PUD, including reduced setbacks and an internal sidewalk buy-out, the latter having been approved by Walton County Public Works and the planning director as an alternative to sidewalk relocation.

It was confirmed that there was a commitment by the applicants to provide sewer service to all sites once it is made available by the city of Freeport, with a septic package plant to serve the property in the interim.

A motion for approval by McCormick carried unanimously.
