    Another email from Walton County Commission chairman Scott Brannon has found its way into the hands of his critics.

    This one — which contains the comment “Help a nigga out!” — has sparked calls for Brannon to resign.

    Brannon, however, said the controversy “has been blown completely out of context and proportion.” He said he was quoting Tupac, a music artist he listens to.

    The email, which discusses county business, also violates a judge’s order stating Walton County commissioners cannot send such emails from private email accounts, attorney Matt Gaetz said.

    It provides further proof that Brannon should be held in contempt of the order, issued in 2009, the first time county officials got caught violating the Sunshine Law, Gaetz said.

    “I have seen the email. It is contemptuous,” Gaetz said.

    Gaetz, a Fort Walton Beach state representative and public records attorney, is suing Walton County on behalf of condominium association head Suzanne Harris.

    A hearing is scheduled today to discuss Gaetz’s call for commissioners to be held in contempt for using private email accounts to discuss county business, something Gaetz argues the 2009 judge’s order expressly prohibits.

    The latest email in question, from a stack of Brannon emails obtained through public records requests, is a message sent out after 3 a.m. on Nov. 28, 2011.

    The email, sent to Walton County Tourist Development Council executive director Dawn Moliterno, states in the subject line “Prepare a memo/email the same.”

    It asked Moliterno to add information from a “GM” to the body of another email that would go out to other county officials.

    Brannon typed in the salutation “Dawn” and the request, “Can you finish this with the text if semt u from GM. Help a nigga out!”

    After seeing Brannon’s email, community activist Mary Nielson on Saturday emailed Brannon’s fellow commissioners, County Administrator Greg Kisela and County Attorney Toni Craig, notifying them that she was offended by much of Brannon’s email.

    “But the final straw for me is the racial slur in this email from a sitting commissioner and from the Chairman of the TDC Advisory Board,” Nielson said in her email.

    “[T]his email is an affront to all of us, as citizens, tax payers, bed tax collectors and hosts in our tourism industry, not to mention our visitors and guests, many of whom are people of color,” Nielson said in her email.

    Brannon, who declined to answer questions, responded to the controversy via a faxed statement.

    “The slang phrase referred to is a line from a song by Tupac, an artist that I listen to,” the faxed message said. “I quoted it like I also quoted Ben Franklin in the same email.”

    That quote — “Well Done is Better than well said……Benjamin Franklin” — appears to be part of Brannon’s automatic email signature.

    “Working at 3:15 a.m. in the morning it was at worst a poor choice of a quote,” Brannon’s faxed message continues. “Even though it was directed at myself and was not for publication, I apologize if I have offended anyone which was certainly not my intent.”

    Nielson demanded in her email that Brannon resign his seat on the TDC Advisory Council and that he “immediately resign from the county commission.”

    “Do the good people of Walton County deserve to have any negative branding fall upon us by commissioner Brannon’s racial slur and the publicity it may provoke?” Nielson said in her email.

    Harris also said Brannon should resign, but only after acknowledging that his actions have embarrassed fellow commissioners and county residents.

    Efforts to reach individual county commissioners were mostly unsuccessful Monday.

    Commissioner Sara Comander did return a call to her office, but only to dispel Nielson’s assertion that she was working to convince Brannon to resign.

    “I would never ask another seated commissioner to resign his commission,” Comander said.

    Asked about Brannon’s email, Comander said, “I can’t comment in light of everything going on right now.”

    His jackassness is so hilarious - and it is keeping me from crying when I remember that people like this are community leaders.

    Although I have issues with Commissioner Brannon reference his use of the "word" in the email, I am more disappointed in the fact that he appears to have utter disdain for our legal system and what the judge has told him and the rest of the Commissioners about the emails. I find it amazing that Crestviews issue was taken up and addressed by the legal system far faster than what is occurring. Where is the States Attorney and the Sheriff in this. I have been one who has refused to encourage the TTBO "throw the bums out" mentality, but it might be time to replace all of them because of the air of scandal. Unfortunately from what I have seen and heard about potential candidates I feel this might keep lingering with the same GOBS "good ol boy system". I suppose in the end I will make a determination to vote for the least of the 2 evils.

    Maybe the biggest controversy, however, is what is actually included in the email message - a slur that many find offensive.

    "It's certainly troubling that someone in such a high position in county government would use language like this," Gaetz said.

    Brannon refused to comment on camera, but in a statement released Tuesday he apologized for the email:

    "This email controversy has been blown completely out of context and proportion. The slang phrase referred to is a line from a song by Tupac, an artist that I listen to. I quoted it like I also quoted Ben Franklin in the same email. Working at 3:15am in the morning it was at worst a poor choice of a quote. Even though it was directed at myself and was not for publication, I apologize if I have offended anyone which was certainly not my intent"

    Most residents that were shown the email Tuesday around DeFuniak Springs say that's no excuse.

    "If you're having a conversation with someone and you have an understanding of what you're saying, that's one thing," said resident Coralee Metz. "But to send that out in an email and write that, that's just not right."

    Other's were more understanding.

    "That's not good, but people make mistakes," resident Whitney Hurst said.

    Gaetz says Brannon is set to go before a judge in June to determine whether or not he is in contempt of court for using his personal email for county business.

    Under our legal system. everyone is presumed innocent until proven guilty however lets get real here - If you worked for a TV station, Coca Cola or any other major corporate entity and mentioned that word in an email, would it be acceptable? And what would the general public think about you as a person. Would you face repercussions like potentially losing your job (I think the answer to that question is yes in some form)

    So OK he has admitted to using the word in a humorous answer and that he likes Tupac and even if he does show us his IPOD with all of Tupacs song it's not professional by any means. He also has a date in court so let the process play out right or wrong - I'm guessing he is hoping this gets swept under the rug and maybe it will, if he is allowed to!

    I have never met the man nor is it on my wish list as I've seen and read enough to develop my own thoughts . I'm a registered voter and I can affect change by exercising my right to vote which I fully intend to do.

    This thread should not be a war of words about the local politicians but let me offer this piece of information. I moved here 18 months ago and enjoy the area as well as this forum but when I look at some of the issues that have come up with respect to our elected officials I find it embarassing and there are plenty more people from out of town reading this as well. They can draw their own conclusion but if you want change, exercise your right to vote PLEASE!

    TALLAHASSEE -- Republican Walton County Commissioner Scott Brannon plead guilty to multiple Florida State Constitution ethics violations and agreed to a fine in a plea arrangement with the Florida Ethics Commission. The 17 Count Complaint filed in September 2007 by a Walton County citizen highlighted discrepancies concerning his Full and Public Financial Disclosures in 2003, 2005, and 2006. The Commission found probable cause and began an investigation.
    After a preliminary investigation the Ethics Commission Investigators agreed with the Complainant allegations on virtually every violation listed in the complaint. The Commissions Report is now available to the public made possible by the recent guilty plea arrangement.
    In his investigative report Ethics Commission Investigator K. Travis Wade said, (Brannon) 'acknowledged that he mistakenly failed to report a Certificate of Deposit as an asset on his form. Although calls to the Respondent to determine the value of the CD (Certificate of Deposit) in 2005 were not returned, he valued the CD at $96,571.00 on his 3003 Commission on Ethics Form 6X (amending the 2003 CE Form 1) and as $515,000.00 on his 2006 CE Form 6X (amending his 2006 CE Form 1).'
    Wade also said in his report; 'The Respondent (Brannon) advised by telephone that although he reported his ownership in Four Mile Land Company, as an asset, he forgot to report his 50% ownership in Four Mile Land or his 50% ownership in FR Industries as an asset.' All Companies are located in Freeport, FL. The investigators report contains 40 other notes corresponding to the investigation.
    The guilty plea arrangement, signed by Commissioner Brannon, must be approved by the full Ethics Commission in a public meeting on Sept. 5, 2008 at the Florida Senate Building in Tallahassee. The Commission must adjudicate the case or continue the investigation.
    Brannon retains the right to withdraw the guilty plea should the investigation into his finances continue.

    WALTON COUNTY - A racial slur in an e-mail has some people calling for a Walton County commissioner to resign. The e-mail also may have violated a court order in a Sunshine Law case.

    The e-mail was sent at 3:15 a.m., from Walton County Commissioner Scott Brannon, to Tourist Development Council chairman Dawn Moliterno, who works in this office. He was asking her to put together a memo when she got to work.

    Brannon August Sefo, of Santa Rosa Beach, said, "Scott Brannon is an elected official held to one of the highest offices in Walton County." August continued, "I think he should be judged, and if found guilty, I'm thinking that he should be prosecuted in the highest level of county court."

    The email surfaced after a public records request in a lawsuit against the county. Brannon asks Moliterno to "help him out" using the "n-word" in the process.

    Elizabeth Moreau said, "I think that's completely wrong, and that he should be fired for that."

    Jeff Waxman said, "I think he should resign for just being an idiot, for putting something like that in writing."

    Mikey Barrier said, "He should at least apologize, if nothing else."

    While noone we met spoke up for Brannon, he did offer a written apology.

    Brannon says he was quoting Tupac, a musical artist he listens to. He says he used bad judgment at 3:15 a.m., and didn't intend to offend anyone.

    Elizabeth Moreau said, "It's inappropriate. I don't care where he got it from, and it's not for him to say that." The e-mail was sent from what appears to be Brannon's personal account.

    In a recent Sunshine Law case, a judge ordered Walton Commissioners to use only county e-mail accounts for county business.

    Jeff Waxman said, "That was I think in 2009 when that ruling was handed down so I think he should definitely resign or however the process works. Be gone."

    There will be a contempt of court trial in June, to decide whether commissioners who sent e-mails from personal accounts did violate that 2009 judge's order.

    Let's not forget. I think he was 23 when he got elected. Seems we're all a little too sensitive and PC, especially when it serves our agenda. The faux outrage from a few people is just as sickening as a naive commissioner doing something dumb. It all seems a little "junior high" to me.

    Should we respect and appreciate officials who can sit through 8-hour meetings interrupted by asshats like (name redacted but initails are AA but is not named Andy) every 5 minutes, or should we recognize that only dumbasses or people with poor agendas would do it?

    Ever see the movie "Election" with Reese Witherspoon as Tracy Flick? If you haven't it is really good and explains a lot about politics, ethics, and ambition.

    At what age do you suggest we take seriously asshats on the public dole using racial slurs in emails that were generated in contempt of a court order? 30? 40? If one is not mature enough to accept the good and bad that goes with ANY job, maybe they should quit. Holding public office by default means you will suffer fools, that goes with the territory. The same can be said of doctors, lawyers, merchants and in this case, a judge will have to suffer this fool who seems particularly skilled at showing up on dockets.

    I am certainly not going to defend Scott Brannon's actions or condone them but I am going to defend the system. Serving the public in ANY capacity is far from an easy task and I have admiration for anyone who undertakes it.

    Dawn makes some good points. The "junior high" aspect is very prevalent here and in other places. The old saying, "Walk a mile in one's shoes before you critize" comes to mind. What Commissioner Brannon did was wrong but I have a question. How would you like every email you receive open to scrutiny? I am sure there is a fine line between personal communication and that which is accessible by the public. Our local elected officials deserve some consideration for the difficult task they perform. If you are a thoughtful individual, please give it to them. If not and you can improve on their job performance, as I've said many times, run for office.

    Unfortunately, Commissioner Brannon's most recent actions once again illustrate the fact that our county commissioners' are less qualified than the average High School class president to look after the interests of the Walton County tax payer, and our county's tax paying visitors.

    By not following court orders, our county commissioners cost us all money in the form of legal fees, etc, etc. In the last 24 months the unlawful, unethical, and plain outright unintelligent actions by our county commissioners as individuals and a whole make us all look like voting constituents in a "Banana Republic".

    In the end our county commissioners cheat us all when they make bad decisions, stupid mistakes as a result of their obvious general lack of intelligence, and make decisions in which the "cannons of government" shoot their cannon balls through our business storefronts or living rooms windows resulting in economic damage that causes losses in business revenues and/or property values. If this keeps up, we will out simply be out of business.

    This is not simply a matter of voting them all out.

    It is a matter that every single person in this county should know what each and every commissioner has done to negatively affect the lives of our county's citizens and our local economy. This is absolutely necessary so that the family names of each commissioner go down in local history as the families that bred a county commissioner, each of whom have stolen our economic futures away from us all through their negligent and unintelligent behavior.

    Without folks stepping up, for whatever reason, it gives us a choice and those cliques are threatened. Politics being what they are, folks vote what is in their best interest. Until we get politicians who represent us all and not their own special interest then I think things will improve. Unfortunately there are very few of those types of folks out there.

    Yes, Bob, you are right. And those who complain the loudest are usually those who have their own special interests that aren't being met and do not wish to seek methods to correct it.     Excellent observation Annie66. Those to whom you refer, more often, than not, tend to be feeding off the same taxpayer funded "trough" as referenced in R. Shaffer's article in today's April 21st edition of the Walton Sun.

    As long as Walton County Government remains the county's largest employer, and its employees continue to be paid salaries/benefits "packages" approximately 22-25% higher than the average private industry worker in the county, we will continue to observe those who portray our local government's "employees" as "serving" county citizens.

    Whereas in reality most of the county "trough feeders" are "serving" themselves to hard earned taxpayer money.

    This point is further exemplified when the County/BCC itself funds attorneys to defend the actions of the BCC in response to the BCC members time after time after time, violating the law.

    Sooner or later, the conscious and repeatable violations of the law by BCC members will be viewed as a "crime" as their actions essentially "steal" our tax dollars from other critical county services budgets.

    Though I must confess that I possess the naive belief that at a minimum, 20% of the county's employees, are truly interested serving our county's citizenry and its visitors.

    In the end, maybe the best and most effective response to the ill actions of the BCC members is to continue to drag their family names through the mud in an effort to make these BCC members and their families famous here in the county.

    This sort of approach is the equivalent to "Tar and Feathering". Though now, forums such as Sowal, and local news outlets like the Walton Sun and the Defuniak Herald take less time and require no clean-up when compared to the aforementioned Tarring method.

    This does not sound like the moral high-ground that commission critics should take in this matter. I think the commission has provided ample ammunition without resorting to personal attacks or smear campaigns.

    Last time I checked there were something like 38,000 registered voters in the county and more than 20,000 Republicans. The Republican insiders with support from wealthy supporters will continue with businesss as usual. And we all know that money buys elections. So stupid suggestions that some ordinary people run for office are mindless blather. When the votes are counted, the candidates with the most funding will win. All I can do is vote. I plan to vote for but one incumbent and that's a NPA office. In November, I will vote for the one Democrat who has qualified to run for office.

    Information is readily available to us in the internet age. One should bear in mind that on the internet there is almost as much misinformation as viable information. It is hard, sometimes, to discern the difference. Let your personal experience and intelligence prevail if you think it is correct and valid.

    In fact such a suggestion is taking the "moral high-ground".

    1. Moral High-Ground Approach - In actual fact, by pointing out which/all acts by the BBC members that are unlawful and unethical is taking the moral high ground as the basis of professional and lawful conduct standards are clearly stated in Florida law. Simply measuring the BCC members against these standards and presenting the results to the public in public Forums and the press is in support of what you suggest. My personal contributions in the Forums and the press are consistent with this approach.

    2. To Smear, in one definition, means a "slanderous defamation" of one's character. One can not logically conclude that publicising the "family name" of a BCC member, who has failed to meet the standards detailed in item 1 above over and over and over again, and publicising the family name of such a BCC member repeatedly is considered any form of a Smear. As reporting the BCC members' well documented, well substantiated and widely known unlawful, unprofessional and unethical behavior is not slanderous. The BCC member(s) would simply be "defamed" as a result of their unlawful, unethical and unprofessional actions. A result of the BCC commissioners' own doing.

    3. Neither one or two above can be considered personal attacks.

    4. Families should be shamed when one of their own has been determined to have violated the law, acts unethically, fails to perform their job they are being paid to do and acts in an unprofessional way. This is no less different when you view a local newspaper with reports of recent convictions of those individuals that have committed civil and/or criminal infractions of the law.
