I got this email and noticed there were a few interesting items folks might want to take a gander at.



The Walton County Board of Commissioners will hold their regularly scheduled meeting on Tuesday, September 13, 2011 beginning at 4 PM at the South Walton Courthouse Annex. Times are approximate. Items of particular relevance south of the Bay are highlighted in blue. Some info on a few items:








1. Consider a Joint Resolution for BP oil fines (Under Administration (b)). There is currently a bill in Congress that would direct 80% of the Clean Water Act fines assessed against BP and other responsible parties to the Gulf Coast states. Florida could potentially receive 7% of the fine and penalty funds of which Walton County would receive some funds as it is current the 3rd more impacted beach according to the document. The proposed resolution provides a proposal for the counties' involvement in the allocation and implementation of the State fund portion in accordance with the federal requirements. Basically, the proposal provides a framework for public input, project review and selection and prioritization for the distribution of the funds. It also proposes setting up a council in each county to perform the needed functions. (Local Restore Council)


2. Request to Release Ownership of 2.78 acre parcel by Lake Powell to Federal Government. Here is a synopsis of what is happening here.


a. In 1963 the county requested the federal government transfer 2.78 acres along Lake Powell to the county under the Federal "Recreation and Public Purposes Act" (R&PP) The stated intent was to build a road access and a boat ramp for the public.


b. In 1965 The Federal Bureau of Land Management (BLM) gave Walton County a patent for the parcel for R&PP use. A federal patent is a transfer of ownership document. There was a reversionary clause in the event the county failed to fulfill the purpose of the transfer.


c. In 1975, the BLM issued a "show cause" letter to county for its failure to develop the property as agreed.


d. In 1984, the Board of County Commissioners issued a Quitclaim deed back to the federal government.


e. On August 19, 2011, the County received a letter from the BLM indicating there were procedural problems with the deed and title had not properly been transferred to the federal government. The letter asks the county whether it still wants to transfer title or retain possession of the property.


The request on the current agenda is to ratify the action taken by the 1984 Board and relinquish the property back to the federal government.

2. Daugette Docks - Project number 11-001-00007. This is a major development application submitted by Tom Stein, Stein Inc, requesting approval for docking facility to include 5' access and 22 boat slips to be constructed in phases and seven commercial lots, all totaling 14,212 square feet of non-residential development on 1.86 acres, with a future land use designation of Residential Preservation. 3.NatureWalk at Seagrove PUD Amendment - Project Number 11-00100018 being reviewed by Melissa Ward. This is a major development application, submitted by Hatch Mott MacDonald, to amend the planned unit development of NatureWalk at Seagrove requesting a 3' porch encroachment zone for the Cottage Lots (both types 1 and 2) and requesting a 2' (24") overhang into the side yard setback from a minimum 18" above ground level up. The project consists of 153 +/- acres, with a future land use of Traditional Neighborhood Development Area. The site is located off CR 395, just north of the WaterColor Publix site, more particularly identified as parcel identification number 14-3S- 19-25000-001-000.
