    Katrina - official notices and info

    • Local State of Emergency signed at 1030 hrs on 08/26/2005.
    • Walton County EOC at a Level III (monitoring)
    • Walton County EOC will go to a Level II on Sunday, August 28, 2005 at 0600 hrs and a Level I at 0900 hrs.
    • All Government Offices will be closed on Monday, August 29, 2005.
    • Saturday, August 27, 2005 voluntary evacuation starting at Noon for all visitors / guests.
    • All Contractors that are doing work on the Beaches will have to have ALL equipment and materials off the beach by close of business today. (8/26/05)
    • Walton County will close the beaches at 0800 hrs on Sunday, August 28, 2005.
    • Walton County School closures are pending.

    This is an important message from the Walton County Emergency Operations Center and the Public Information Office of Walton County.

    Hurricane Katrina is being monitored and has the potential to make landfall in or near Walton County. The Walton County Board of County Commissioners has approved a Local State of Emergency in connection with Hurricane Katrina effective Friday, August 26, 2005 to begin preparation for this storm. The following measures will be in effect to protect the health and safety of residents and visitors:

    • A voluntary evacuation of guests in the low lying areas, including those in RV parks or mobile home parks south of Highway 20 will begin at 12 pm on Saturday, August 27, 2005.
    • Walton County public beaches will be closed at 8 am, on Sunday, August 28, 2005, to remove TDC beach services and prepare for the storm.
    • All Walton County offices and facilities will be close on Monday, August 29, 2005.
    • All contractors doing work on the beaches should have all equipment and materials removed from the beach by the close of the business day on Saturday.

    A voluntary evacuation of residents in the low lying areas, including those in RV parks or mobile home parks south of Highway 20 will begin on Sunday, August 28, 2005 at 7 am. However, a mandatory evacuation may be issued earlier depending on weather conditions. Everyone is reminded the Choctawhatchee Bay Bridge will be closed when sustained winds reach 40 m.p.h.

    When the bridge is closed to traffic there will be no means of leaving south Walton County because Bay and Okaloosa counties also close their bridges to thru traffic.
    Freeport High School on U.S. 331 north of Freeport will be the nearest shelter for those evacuating. Freeport will also serve as the special needs shelter. The Shelter will open at 7 am on Sunday, August 28, 2005.

    Persons evacuating should be aware that:

    • Animals are not accepted at the shelters.
    • People with special needs should bring a three day supply all their medicines, water and food, including special foods. They should also bring a list of their medical conditions and contact names and numbers for doctors, home health agency serving them, and an emergency contact.

    Remember the shelter is not a hospital or a clinic and should be used by those with medical conditions that have no other evacuation options. There will be no doctor, acute care nurses, specialty care nurses or caretakers at the shelter. Those who need assistance with activities of daily living must bring a caregiver as necessary for 24 hour care, because there will not be staff
    available to meet those needs.

    Those reporting to the shelter should bring the following items:
    • ID
    • Sleeping bag or bedding
    • Special dietary items
    • Flashlight, change of clothing, rain gear
    • Infant needs, toys for children
    • Personal snacks
    • A good book
    • Alcohol is not allowed in the shelters.

    The Emergency Operations Center is responding to events as they occur in connection with this storm. Emergency calls should be made to 911, all other calls can be directed to 892-8392 or 892-8394. Residents and visitors should stay tuned to local media for current news and developments on Hurricane Katrina.

    This is an important message from the Walton County Emergency Operations Center and the Public Information Office of Walton County.

    Walton County Emergency Response Officials are watching Hurricane Katrina closely. Based on the current track of Hurricane Katrina from the National Hurricane Center the following actions are being taken:

    * All Walton County beaches will close on Sunday, August 28, 2005 at 8 am.
    * All contractors working on the beach must have all equipment and materials off the beach by the close of the business day on Saturday.
    * All offices under the Board of County Commissioners will open on Monday at their regular scheduled time.
    * All courts in Walton County will be closed on Monday and will reopen on Tuesday, August 30, 2005. Anyone summoned to report for jury duty on Tuesday should report as ordered.
    * All offices in the Walton County Courthouse and South Walton Annex will open on Monday.
    * The Freeport shelter will not be opened.
    * A voluntary evacuation order was previously issued for guests. Katrina's path at this time does not indicate evacuation will be necessary. Residents and guests should continue to monitor local media for updated information concerning Hurricane Katrina.

    This is an important message from the Walton County Emergency Operations Center and the Public Information Office of Walton County.

    Hurricane Katrina remains on a westerly course that reduces the likelihood of landfall or storm effect on Walton County. The National Hurricane Center is closely monitoring Katrina for a northerly turn, and advises that we may experience high surf on our beaches despite a landfall far to the west.

    Walton County Emergency Response continues to be alert for changes in Katrina's path. Unless there is a sudden change in the storm's course this evening, residents should plan for all county offices and schools to be open on Monday, August 29.

    Walton residents and guests should continue to be alert for notices in the local media in the event this situation changes. Current information may also be found on the Walton County web site at www.co.walton.fl.us.

    The Walton County Emergency Operations Center is monitoring Hurricane Katrina and because of the size and intensity of this storm Walton County is expected to experience winds up to 50 m.p.h., receive 4 inches of rain and a storm surge of 10 feet. The Emergency Operations Center is taking the following measures to protect the health and safety of residents and visitors.
    A voluntary evacuation of residents and guests in the coastal areas and low lying areas, including those in RV parks or mobile home parks south of Highway 20 will begin at 12 pm on Sunday, August 28, 2005.
    * Walton County public beaches were closed at 8 am, on Sunday, August 28, 2005, to remove TDC beach services and prepare for the storm.
    * All Walton County offices and facilities will be closed on Monday, August 29, 2005.

    Red Cross Seeks Disaster Volunteers

    The Red Cross depends on volunteers to provide disaster services to the community - before, during and after a hurricane.

    The American Red Cross of Northwest Florida is seeking volunteers from
    the community to assist with shelter operations in the aftermath of
    Hurricane Katrina.

    "Additional local volunteers will be needed to support the relief effort
    in Northwest Florida. We anticipate providing shelter and meals for
    storm evacuees in the days following Katrina's landfall," said Rosanne
    Kelly, Senior Director of Volunteers.

    The Red Cross will provide free on-the-job training with an experienced
    shelter manager.

    This is an important message from the Walton County Emergency Operations
    Center and the Public Information Office of Walton County.

    The Beaches of South Walton will reopen on Wednesday, August 31, 2005,
    but double red flags are flying and water activities are prohibited
    until further notice. Beachgoers are urged to use caution and
    protective foot wear when on the beach. Debris may be just beneath the
    sand on the beach.

    The Emergency Operations Center and the Tourist Development Council are
    evaluating the water conditions daily.

    U.S. 98 in Okaloosa County is open
    The I-10 bridge over Escambia Bay is now open
    The 3-Mile Bridge between Pensacola and Gulf Breeze is open
    Garcon Point Bridge is open and tolls will be reinstated on Wednesday at
    6 am.

    We have received a number of calls regarding road closures and
    accessing Beaches of South Walton due to the storm. We are referring
    visitors the Department of Transportation in each state so they may plan
    alternate routes. See contact info below.

    In addition, many accommodations are housing evacuees from affected
    states who may wish to contact FEMA. Please have them call FEMA at
    1-800-621-3362.

    Last but not least, we've had a number of questions regarding debris
    removal prior to Labor Day. Crowder-Gulf is still under contract and
    will continue completing the third pass. If you have specific concerns,
    please contact the TDC.

    We are fortunate in that Beaches of South Walton experienced a
    relatively small storm surge from Hurricane Katrina. We are currently
    assessing the status of our beaches, however it appears the area faired
    very well with only minor dune erosion.
    The beaches are currently closed until the water recedes, which is
    expected to occur within the next 24 hours. Once the beach reopens,
    beachgoers will be urged to use caution as there may be debris on the
    beach and in the water.
    We anticipate there will be minimal debris, since all three passes of
    debris removal from Hurricane Dennis were nearly complete before the
    storm arrived. Fortunately, no boardwalks were destroyed and the TDC
    will continue rebuilding the 21 dune walkovers to provide beach access
    to each community.

    It appears that the emergency beach scraping efforts were successful and
    that very little "new" bluff or dune erosion has occurred. No additional
    erosion is expected. In addition, it appears that Katrina pushed some of
    the sand taken off our beaches from Dennis back on shore.

    Host Shelter open in DeFuniak Springs - Walton County refuge for Hurricane Katrina evacuees

    A Red Cross "Host Shelter" for Hurricane Katrina evacuees opened in DeFuniak Springs on Wednesday, August 31. The shelter is located in the DeFuniak Springs National Guard Armory on North 9th Street. Capacity of this shelter is about 200 people.

    The American Red Cross has advised that the previously published hotline number (866) GET-HELP has been overwhelmed by calls requesting information on families in the storm-affected area. The Red Cross will be providing direct assistance to disaster clients in reaching their families as those clients are sheltered. The (866) GET-HELP number will no longer provide welfare inquiry assistance. In the event there is a medical or mental health emergency and someone in the impacted area needs to be located or contacted, families here in Walton County should contact the Crestview branch of the American Red Cross, (850) 682-3356.

    The American Red Cross of Northwest Florida is the primary agency for Emergency Support Function 6 (Mass Care) and Emergency Support Function 15 (Volunteers and Donations) in our Emergency Management network.

    Local residents who want to help people in the area affected by the storm are encouraged to visit www.volunteerflorida.org on-line, or call (800) FL HELP (354-3571). Cash donations to the various organizations that are already set up to provide assistance will be the most effective means of helping the most people. This is because of the difficulty in getting foods, clothing, blankets, and other relief materials into the affected area.

    Residents who want to help the evacuees who have reached our area, particularly those staying in the host shelter, are encouraged to make contributions of clothing, blankets, etc. to Caring and Sharing of Walton County. They are located at 1122 State Highway 83 in DeFuniak Springs, phone 892-7656. The Red Cross will be distributing vouchers to evacuees that may be used at Caring and Sharing for their needs while in the shelter.

    visitor's concerns by providing the following tips:
    - Carpool with family and friends if possible
    - Fuel up prior to entering South Walton County
    - Practice fuel conservation (choose restaurants, shopping and amenities
    that are close to your accommodations; walk or bike to these locations)

    Now that waves have receded the TDC staff was able to access the beach,
    and provided the following damage assessment for the beach and dune
    system in Walton County. Overall, the beaches faired well. As
    mentioned previously, this is not surprising considering our distance
    from landfall and the relatively small storm surge and onshore wave
    heights. It appears that little "new" bluff or dune erosion has
    occurred, and up to one foot of sand may have been gained along the toe
    of dune in many areas. The reason for this lack of erosion is due to a
    variety of factors, most importantly, the size of the storm. The storm
    surge was minimal (approximately 3 feet) and the associated wave height
    was restricted by the lack of storm surge. Another factor that offered
    protection to our beach and dune systems were the assisted recovery
    efforts that took place, including beach scraping by the county and
    truck hauling by individuals.

    Beach erosion appears to be somewhat intermittent. While all beach
    areas appear to be narrower post-storm, elevation losses are mostly
    apparent where peat outcroppings exist. There is more exposed peat
    along Walton County beaches than has ever existed in the past. Some
    areas in Seagrove and Seacrest are impassable due to the extensive
    erosion around those features. The peat outcroppings appear so dramatic
    because they are much more resilient to wave energy and do not erode as
    quickly as our sand areas. Therefore, they stick up out of the sand and
    are more than two feet higher than the surrounding beach in some areas.
    We will monitor the beach over the coming weeks to see how much sand
    returns naturally to cover these deposits. We anticipate some natural
    nourishment but believe that they will not be covered completely without
    a beach restoration project.

    Overall, we were EXTREMELY lucky. Our beaches suffered minor erosion
    with some areas showing more dramatic losses when peat was uncovered.
    Our dune systems sustained minor erosion and almost no new dune or bluff
    was lost. We expect to continue beach scraping next week with the goal
    of reconstructing emergency protection at the toe of the dunes.
    Boardwalk repairs will resume next week as well.
