Watercolor sand dunes

Went over to WC beach yesterday and this lady had her THREE kids climbing up the dunes and running/rolling down. My sister and I were shocked and making our way over to point to the sign prohiibiting such stupid behavior. but before we made our way over she and the kids had walked away. As we were walking towards the pool we came across a WC staff guy and expressed our concern. He asked us where they were and then stopped and pointed at the sand dunes and said oh it's ok if they walk on these dunes just not the vegetated area. I was like WTF??? But he insisted it was ok and would not harm the area. The area is in front of the WC Inn and said St Joe pays for that area not the WC HOA therefore WC homeowners have no say. Is it just me or does this sound squirely???
