There seems to be a lot of little communities around the world that want to throw off the control of larger imperial forces. Consider the folks in Vermont (http://www.associatedcontent.com/article/360218/a_look_at_the_vermont_secession_movement.html) that want to succeed from the Union. What would happen if Russia let all its former appendages fend for themselves? What if America let Vermont go free? It's something to think about.
