Yes. 50cc and under scooters have titles, need to be registered and have a tag, however, you are not required to have a motorcycle license or insurance.

Still wondering what make these are? These do not look like the Honda scooters we see in PC Beach. What price are you wanting for them? Other people are inquiring also.

I looked at the website, and it looks like the photo is some stock photo, rather than a particular motor scooter. What brands and models do/will you carry and will you also perform maintenance and service the scooters? If you don't service the scooters, do you have a place to recommend for service?
I have a call into them and will post what I learn. I am interested in one for myself to get back and forth to the office.

hmmmmmm...
we purchased 2 scooters (150cc) from a gentleman in PC 2 weeks ago for only $55 more each, but then of course he answered the phone when I called.
I'm told a motorcycle endorsement will be required for all sized vehicles after 7/1 and the rental companies are concerned about the impact on business.
Check on warranty availability and be sure you get a title and not just a bill of sale.
Oh, and I wouldn't try to travel on 98 with a 50cc bike.

Thanks SJ and Ash for asking these important questions. There's such a huge difference and it's a much bigger decision that I thought it would be with the imports. Availability of parts, someone to do the work on them etc.
I'm looking for one as well but gonna go with a 150cc and after much research decided to stay away from the Chinese ones. Autumn Moon and OOTB love there's but I don't want to be a burden constantly having Autumn Moon work on mine. I'm hoping to find a Honda, Yamaha, Vespa or even an Indian one. I barely remember oil so I need one that can take my abuse and that I can just get to a mechanic when something goes wrong.
I'm sure lots of us will be driving them soon.

Vespa's are available locally and also service is available. I don't want to steal this thread's thunder, so start a new thread if you want more info.
I spoke to Brooks England the other day and he told me he was going to update this thread with what he has to offer. Here's what he told me.
They are selling a Roketa brand (chinese) scooter. They have 3 on hand in red/white, blue/white and black/white, all with tan seats. Brooks has assembled them himself and says that he knows how to do some maintenance work on them.
4 stroke engine 50cc
Electric start/kick start backup
ABS brakes in front
Lights
Turn Signals
Mirrors
Rack
2 gallon gas tank
He said they get 85 - 100 MPG
All the machines have 10-12 miles on them from setting them up.
$1,175
He told me top speed was about 48MPH with the wind at your back and flat road.
He noted that title and tags ran around $63.
A bit too small for me as I want to be able to take the little lady along with me, so I'm out after 150cc minimum.
Hopefully I didn't misrepresent you Brooks. :D
