Oh yes, I've seen these before.

They are also called: "Toilets that don't work"

Yes, they are needed in the dry states like Florida. Florida actually sits atop a huge underground dome of water and usually has excessive rainfall. The problem is the overabundance of people moving to the state.

Who build giant houses w/ at least 1 bathroom per person :roll:.

I saw them demonstrating one low flow toilet on TV by flushing 10+ golf balls down it. I was quite impressed until I realized that probably wasn't the best test of its capabilities and typical usage ;-).
