Mine was from Florida Penninsula and I was suprised by how large it was --maybe 25% or more of the premium paid.

We got one too. The way I understand it is that FP requested a really large increase for this year. When premiums were due they were able to bill for it -- even though it hadn't gotten approved. Apparently, it didn't all get approved and we're getting refunds. I think it's only Florida Peninsula that is having to send refunds. Citizens didn't request quite as much of an increase.

There was an article in the Tallahassee Democrat yesterday regarding refunds through Citizens:

http://www.tallahassee.com/apps/pbcs.dll/article?AID=2007702140323

"Following the order of the Legislature, Citizens has filed for a 10.7 percent rate cut for its multi-peril customers, and 19.4 percent for its coastal wind-only policyholders. The rollbacks offset hikes that went into effect Jan. 1.

As of Feb. 9, new business and renewals for wind-only coverage were charged the lower rate, and those who have already paid the higher rate will begin to receive refund checks this week.

New multi-peril customers will begin to see the lower rates starting Thursday, and refunds to those billed the higher premium will be mailed March 15, according to a timeline given to regulators.
A second round of cuts will begin in March after the Office of Insurance Regulation calculates savings required of insurers in exchange for expansion of the state's hurricane catastrophe fund. "
